Look for a Replacement Levy on Your 2020 Ballots

When Royal City voters receive their ballots in the mail during the week of January 20th, 2020, they can expect to see a replacement levy from the Royal School District. On November 25, 2019, the Royal School Board of Directors passed a resolution to place a $1.37 million Educational Programs & Operation Levy on the February 11, 2020 election. If approved by Royal voters, levy funds will be used to maintain educational programs in our schools that are not fully funded by the state. Some of these items funding for smaller classroom staffing, extra-curricular activities and athletics, counselors, nurses, CTE programs, technology, and much more.

There are two important things to note about the proposed 2020 levy. First, levy funds pay for educational programs and operations, not for buildings or construction. There are very strict state requirements schools must follow on which dollars can be used for which purposes. The easiest way to remember the difference: Bonds are for buildings, and Levies are for learning!

Our school bond approved in 2019 by Royal voters covered three major renovation projects at Royal Middle School, High School, and bus garage. In contrast, our 2020 Levy will pay for programs and services that the State of Washington does not fully fund as part of “basic education.”

Our proposed levy will help pay for:

  • Smaller classroom staffing
  • Career & Technical Education (CTE), Vocational, and STEM
  • programs
  • Athletics and extra-curricular activities
  • Student health services and nurses
  • School counselors
  • Technology
  • Textbooks, library materials, and curriculum materials
  • …and more!

The second important thing to note is that Royal’s 2020 levy is not a new tax. It will replace the district’s expiring levy that is run every two years. Royal’s expiring levy was approved in 2018 and had an estimated tax rate of $1.75 per $1,000 assessed value. Our 2020 replacement levy has a tax rate of $1.58 in 2021 and $1.54 in 2022.

Voters should expect to receive their ballots in the mail the week of January 20th, and all ballots must be turned in by February 11th.
